LSWSA By Laws (revised 20 May 2026)

Part 1 – Bylaws which apply to all members and guests

1. A key or padlock code will be issued to you for the gate off Winn Road, and the LSWSA clubroom.

2. Members must not allow others to use allocated keys or padlock codes.

3. Breaches of By-Laws may cause membership to be cancelled. 

4. Members must lock the gate off Winn Road after entering and leaving.

5. Members are responsible for the conduct of their guests and must escort them to and from the gate.

6. Guests may visit up to three times before they are required to join the Association.  Members of other clubs visiting for regattas are exempt from this Bylaw.

7. Minors must be supervised by a responsible adult at all times.

8. The LSWSA lease covers the mowed area near the clubhouse.  Members and guests must not leave the main access track between Winn Road and LSWSA, or drive on side tracks, under any circumstances.

9. All normal road rules apply between Winn Road and LSWSA. The speed limit is 40 km/h.

10. Vehicles parked near the water must be parallel to, and at least 20m from, the water’s edge.

11. Camping is not permitted in tents, caravans or any other manner.

12. No dogs or other domestic animals are allowed.  The only exemption is where an animal is essential to assist a person who suffers from an illness or impairment.

13. No fires may be lit except in the wood-fired BBQs.

14. All litter must be taken home.

15. Lake water must not be used for human consumption, cooking or food preparation.

Part 2 – Bylaws which apply to everyone on the water

16. LSWSA leases Zone 4 in the map below.   Members and guests are invited to enjoy Zone 4, but must not cross the boundaries marked in red.  Except in an emergency, do not land anywhere apart from the mown area near the LSWSA clubhouse.

17.Swimming is prohibited by SEQ Water in all parts of Lake Samsonvale

18. Fishing by any method is prohibited by SEQ Water in Zone 4

19. Personal Flotation Devices (PFD) Level 50 or 100 must be worn at all times by everyone while on the water.  The only exception is people in racing shells, racing kayaks, or racing canoes who are competing in an event for which a PFD exemption has been approved by LSWSA

20. The only boats allowed to use motors are the safety boats operated by the Association.

21. If a trailer-sailer has a motor installed it can remain, but the fuel container must be removed from the boat if practical.  The motor must not be used.

22. All on-water activities are prohibited between sunset and sunrise.

23. LSWSA recommends that the operator of every craft holds comprehensive insurance.  

24. It is mandatory under Australian Sailing rules that all craft engaged in racing have at least $10 million Public Liability insurance specifically for club racing.

Part 3 – Bylaws which apply to people who store boats at LSWSA

Allocation and payment

25. Boats are defined as all forms of sail craft, paddle craft and rowing craft.

26. Boat storage at LSWSA is only available to financial members of the Association

28. If demand for boat parking exceeds the number of available bays, then the Committee will allocate parking preference by reference to any matter it sees fit including club activity of the applicant together with use of the craft at the lake.

29. Allocation of a boat storage bay is at the sole discretion of the Association which may allocate and communicate an alternate space at any time. Owners must use the allocated bay, and no other bay.

30. A boat park allocation is specific for one watercraft (boat) only (specified-sail/paddle/row) with the exception of a purpose-built trailer designed specifically for the storage of two boats stacked neatly one on top of the other.

31. Exceptions may be made for small watercraft stored on top of boats and fully within the boundary of the allocated space.

32. The boat storage bay number must be used in all documentation and communications.

33. All boats are stored at the owner’s risk and the Association accepts no liability for any loss or damage to boats.

34. Annual storage fees fall due on 1 September yearly and must be paid within 30 days. New contact craft storage fees attract the full annual storage fee regardless of time of year contract commences

35. Apart from boats owned by the Association, all boat storage must be paid for, regardless of the membership category of the owner.

36. After three months in arrears, unpaid boat storage fees may result in the boat being locked up in the quarantine area pending payment. The boat storage bay may be re-allocated.

37. If reasonable efforts by the Association to contact the owner in arrears are unsuccessful after 12 months from the date the fees fell into arrears, the Association may dispose of the craft at the owner's expense to cover the arrears. Any net proceeds after disposal will be held in remit for the owner.

38. In a force majeure situation, owners are required to remove their boats from club premises within 30 days of receiving written notice from the Association.

39. The Management Committee of the Association may in its sole and absolute discretion terminate any use of the boat storage at any time with a pro rata refund of annual fees.

Responsibilities of Renter

40. The stern of each boat must be labelled with the owner’s surname.

41. All sail craft must be stored on operational trolleys or trailers.

42. Road wheels, jockey wheels, and tow ball couplings must be kept in good working order.

43. No major repairs or restorations are permitted on club premises.

44. Owners are responsible for keeping their allocated bay tidy, with no items extending outside the boundary of the bay. Sailboat masts must be up, unless they can be fully contained inside the bay.

45. Boat covers and all items must be organised to prevent water pooling to minimise breeding of mosquitoes.

46. Owners are required to cut the grass in their allocated bay. It is not the Caretaker’s responsibility to cut this grass. If renters want to pay the Caretaker to cut their grass, this can be arranged privately

47. In addition, renters of indoor boat parks must:

i. Keep secure the locks, keys and any lock codes;

ii. Report the compromise of the security of the indoor boat park at the earliest opportunity to the Committee or Caretaker;

iii. Ensure the indoor boat park area is locked after each access by the renter;

iv. Not provide access to the indoor boat park area to persons who do not accompany them for the purpose of access to the subject boat of the renter.

Boat Park operation by LSWSA

48. The Association officers have the right to move boats in and out of boat storage bays for emergencies or ground keeping activities, or any operational reason as determined by the management committee.

49. The boat storage bay renter can only occupy a boat storage bay after signing boat park agreement when provided by the Association.

50. The allocated boat storage bay may be changed without notice by the association as needed operationally or at the Association’s sole discretion
